採區域電網 大潭電廠改輸電路線 環差初審過關

桃園大潭電廠改變輸電路線的環差案，一度遭初審小組砲轟「橘子比香蕉」，完全不同的路線怎能以環差處理，不過2日進行第二次初審，小組仍是採放行，給出通過的建議。
此案為大潭增建燃氣複循環機組計畫的一部份，大潭電廠在2014年通過增建燃氣複循環機組計畫的環評，將設置三到八部機組，裝置容量約為288萬瓩左右。
依照原計畫，這些增設機組的輸電路線將規劃以345kV線走向龍潭超高壓變電所，但台電提出改為轉向林口電廠，將以30公里的161kV輸電線路，沿台61西濱公路既有平面道路下，以地下電纜方式引接到林口電廠。
台電表示，這次的變更是為了改採「區域電網」的概念，當地用剩的電力才傳載到345kV線，將可分散風險、分流供電。而且工期較短、工程規模也將降低，可以縮短大潭電廠增建機組的併聯期程。環差通過以後，將在2019年開工，預估2022年完工。
雖然這次會議中，仍有部分委員認為路線大變更卻只以環差處理的作法並不恰當，不過也有其他看法，例如召集人劉希平認為，變更方案中的路線縮短、改走既有平面道路的地下等已是改善，且台電已經補充了交通影響的減輕措施。
小組要求台電在進入大會前，再補充施工階段的交通維持計畫、南崁斷層周邊的地質調查、地下輸電線路的維修方式、大潭電廠現有增建機組的對應輸電線路規畫等。
北韓於本月3日成功引爆氫彈，讓國際社會再度陷入緊張，南韓政府在4日清晨進行飛彈發射演習，更在同日下午宣布通過戰區高空防禦系統「薩德」（THAAD）環評，外界猜測此舉意味著南韓政府將加速部署剩餘的4輛薩德發射車，而南韓國防部6日也證實，4輛薩德發射車將於7日「臨時部署」在星州的駐韓美軍薩德基地。
《韓聯社》報導，駐韓美軍今年4月26日將兩輛薩德發射車等核心組件運入慶尚北道星州郡的薩德基地後，剩餘4輛薩德發射車至今仍留在其他的美軍基地。而南韓國防部指出，決定臨時部署這4輛薩德發射車，是為了應對北韓核武挑釁所造成的威脅。
報導提到，除了4輛薩德發射車之外，這次運抵薩德基地的還有挖掘機、礫石等加固工程需要的設備及材料，而待這4輛薩德發射車運抵星州基地後，即可組建一套完整的薩德系統並投入正常運行。
南韓國防部表示，日前已完成星州基地內為駐韓美軍提供用地的小規模環境影響評估，政府也允許美方對已部署的部分裝備進行臨時加固工程，而最終是否部署薩德系統，將等到對全部部署用地的環評結束後，再視結果決定，政府在這方面的立場並無變化。
報導並指出，反對部署薩德的公民團體也已獲知4輛薩德發射車將於7日凌晨部署的消息，預計6日晚間當地居民就會收到通知，警方將進駐並可能封鎖附近道路，而公民團體也已開始採取行動抵制，這4輛發射車運入基地的過程中可能會發生衝突。
